No markings. Steel, about an inch thick. Found it by the neighbor’s barn

Those are very common around farm properties. They were known as Wife Cleats. They could be wedged between boards or cemented into the ground to chain wives to the particular tasks needed to be done. They were used in kitchens, milking stations, laundry areas and bedrooms. Did you find the cuffs and chains nearby?

The OP pic doesn't show it well, but if you look you can see the slots for loading the outer race, and the slightly radiused surface on the inside of the block that allows the race to pivot for installation/removal.
