Old gun sight?

Found this artifact in Southeastern PA in a location with steady activity dating back to the colonial era. Also found this old bullet and casing together in a nearby hole. Anyone happen to have an ID on the artifact, or know the approximate age of the bullet/casing? Thanks in advance!

Can you knock some of the rust off? It looks like a kind ladder sight. But I hesitate to say too old because it also seems pretty cheaply made and the base looks rather large. I'm into antique gun stuff, and at least the ones I follow, the sights generally have a smaller base and fit by a dove tail or small screws.

Any chance you're near a school field or somewhere that would have older parade style rifles?
 
Thanks for the feedback. And, Emu, it was found in a wooded area where folks lived and produced charcoal up through the 1800s. No nearby school or parade grounds that I'm aware of...

And if it isn't some kind of bent gun sight... anyone have any ideas as to what it actually is lol?
