Please see attached images.

The bell itself is a little about an inch in height and an inch and a quarter in diameter at the base. There is a slight pattern of something about the base border. The bell is not magnetic. The dinger is missing. The thing at the top of the bell is magnetic and most likely made of iron.

Could this be a Conestoga Bell for a sleigh or wagon? Could this be a bell that was on a handle just for ringing?

I have also reached out to Bevin Bells to see if it one of thiers.

Since you got it here in PA I would say probably a Conestoga bell. The long piece on the top has me a little puzzled though.

the thing on top is puzzling me too. Starting to lean towards a bell that would have a handle that is shook. Like the ones the Salvation Army ring. If Bevin Bells made it they will be able to assist in the identification. They helped me with an early bicycle bell.
