Bounty Hunter Tracker 4 strength meter issues

I got a Bounty Hunter Tracker 4 a while back that I didn't use often until now. It works great and I have found many cool things with it. But the only issue is that the strength meter (I think it is called) will not move much. The needle rests at 10 and will move up to 1 and such. But the needle will only move to 9 and won't go further. I can provide a video if needed. Thanks!
