Seriously now : I dunno about the cross-shaped item, but the other item is the internal portion of a pocket knife. And although we think of pocket knives as fairly modern, yet .... I have found those internal base plates at sites and contexts even going back to the 1860s, etc.... So it could be old.

Absolute guess, but if you tied a rope through those lovely holes, the cross end could fall into a slot and be a nice anchor point for a load tie down? For a wagon?
No clue though and have no wagon design knowledge. Just my guess.
