Tag found in military camp site

I found this tag in a site where the US military camped during the Spanish American war (1898-99) I am curious if anyone knows its purpose. It has number 6 in the middle and says 2d.div.nav.bat across the top and C.N.G at the bottom. There is nothing on the reverse.
