I found this in the foothills of the mountains in Fletcher, near Ashville NC. There were two of them about six feet apart. They’re about three inches wide and 2.5 inches high. The rivet depth is what I would expect for thick leather.
My thought is a rope hook for a pack mule but I can’t find any examples that match.
Not too far from this I foundation musket hall and on a different part of the mountain I found a 1920’s folding carpenters ruler.
