Possible civil war rosette?

I found this item in Northwest Ga. Maybe a rosette from horse bridle, not sure. Area where found has some history of civil war activity. Any information would be appreciated.

This item appears to have been a two piece construction. The back appears to have been made of steel, just a little of it remains.

This is just an opinion, but I think it may be civilian. The pronounced rope border is one I don't recall having seen before, and the iron back is usually not used on military equipment. It does look like a rosette, I think I see remains of a couple of posts on the back. Either way it's still a neat find.

I have a couple with plain borders and iron backs. They date from the later 1800's till they changed to the great seal style about 1906. Civil war era rosette backs were lead filled. I believe yours are military but I don't know the significance of the rope border.

The font looks 1870's/80's. I agree a bridle rosette but post civil war. I'd be leaning toward military.
