Ok, thanx for the explanation . Here's the answer/push-back to the various ancillary grey-area "catch-all" that *could* come up :
1) "Alter & deface" language : Ok, so you cover your spots, stomp and fluff them up. THEN PRESTO : You haven't alter

Might some nosy-parker disagree with those semantics (like if you're on nice manicured turf) ? Sure ! Ok, go at lower traffic times and avoid such lookie-lous. Just like nose-picking : You opt for discreet times so as not to offend the squeamish. Eh ?
2) Cultural heritage verbiage : Ok, avoid obvious historic sensitive monuments. And elsewhere : You are only looking for modern change and the ring your wife lost. Eh ? But seriously now : This is typically only ever invoked if you're snooping at obvious historic sacred monument themed type places.
3) "Harvest" and "remove" boiler plate : This type stuff was so that no numbskull thinks he can back up a truck and start commercially harvesting the sand. Or so that no one thinks he can take home the park benches. Was it ever applied to fumble fingers losses ? Of course not ! And if you ever DID find some place where this is alluded to, then I'll bet it was via case of someone(s) year earlier who were victims of "no one cared UNTIL you asked" routine. And some desk-jockey (pressed with this "pressing issue") figured that applied. But did anyone really care less (till we asked) ? Of course not.
4) Lost & Found laws : Fine then : If you find an object worth over the threshold of whatever your state's law is (typically $50 or $100) , then : Fine then : Turn it in to Lost & Found, the police, or whatever. Then technically you'd be in-line with that, if need be.
So again : You do not need express allowance for this (as if you're going to find a rule that says "detecting allowed"), any more so than you'll find a rule saying frisbees or jump-rope or yoga is allowed. If it's not specifically forbidden, then presto : Not disallowed. Just avoid obvious historic monuments. Go look for the ring your wife lost .
