When the necklace is still connected, when waves hit from behind, it lifts the necklace over the head. Waves can be incredibly violent. They may look relatively easy to stand in from the shore, but there's a reason people fall down and get rolled. If that happens, you aren't feeling ANYTHING other than being smashed around. Necklace coming off wouldn't even be noticed.
If the clasp gets knocked free, then it's just a matter of it sliding off, and the owner probably didn't realize its' gone.
If someone catches the event, it's "possible" to find it quickly, but with rolling surf, it'd still be nearly impossible. I've lost whole fins in the surf, never to see them again, and they were brightly colored and easy to spot. The power of water is incredible.
Then... when the detectorist comes by in calmer waters, presto! They find awesome stuff.
