How to send or receive them? I haven't tried to send any since the forum was changed, not sure how it's done now.

Let the cursor point to the person's name you want to send the PM to and a panel will drop. At the bottom of the panel, you'll see "Start Conversation", click on it.

Also, the little envelope symbol just to the right of your User Name in the header is how you send or receive PMs now called Conversations.
