Seal of New York & Eagle Badges ??

Another 2 unidentified objects I found this year.....The first is "The Great Seal of the State of New York" with a loop on the top of it. In the hole I found the leather strap, in sad shape, and a clasp. on the back I think it says " Warranted 18K gold plated on Something Bronze". About 2-3 feet from that find was the second item, looks like pewter but is more solid. Has a bent threaded post on the back with a tiny loop above it in the circle, and it's hard to tell if that loop is actually a loop or if it was a straight pin and got bent. So I don't know of these are from a State Trooper uniform or something else, but any help would be great....thank you !!!
