Sugar Cane Knife with Cote D’Ivoir Stamp

I posted this surface find a few years ago and it was identified as a sugar cane knife I believe. My son decided to practice his handle making skills on it and while cleaning it up found a stamped marking with an elephant.
Cote D’Ivoire
SOFACI.
I had to help him enlarge the holes on the handle by1/8” and it took about 10 minutes per hole with a drill press with a brand new bit. Tough metal.
Looked online and couldn’t find much info on it.
Any information would be greatly appreciated.

Thank you! This solves it. Still a mystery how it ended up in Alabama.
 
If you need to drill hard steel, resharpen a carbide concrete drill. Cuts like butter!! A speer point carbide glass/tile drill works to enlarge a hole.
