Possible (part of a) flower frog?

Found it a few years ago and put it aside. Ran across it and tried some google image searches. It looks like it could be a flower frog but I could not find any exact matches. One close match but it had something inside it to help hold flowers and none had two holes on the rim. I guess I will consider it a flower frog unless someone can think of something different!

Some sort of roof drain is what I am seeing. Screw holes bevel for a raised dome installation as opposed to a sink drain. But could be flowers also.

I vote for some form of drain also. Old sink, tub, etc.

Thank you! For some reason drain never occurred to me. In a few weeks I will be seeing someone who is a master gardener and her better half likes to build things as a hobby. Perhaps screw it into a solid base and then use it as a flower frog.
