Lead Seal Identification

Anyone seen this design on a lead seal before? I want to know the story behind it! Any way to tell?

I have a whole display case of lead seals, some as old as 1850s. They are still in use today and were used for so many different things that it is hard to date or explain what they were used for. Electric boxes, train cars, feed bags, rolls of wire, etc.
