What is the best type of scoop for dry and somewhat wet sand?

May I suggest the Whites HexScoop near that price point. It comes in two sizes with a medium and large basket.
I use and love the Stealth 720i from Sunspot but it’s $$$.
Weight is always an issue so I added the Carbon Fiber Handle which also adds to the cost but it’s the best scoop I’ve ever owned for beach and wet sand.
 
Drysand scoops dont have to be built as robust as wet sanders...For drysand, get one that is as light as possible with easy clearing with a few shakes...I use a small bucket on account of this

...Wet sand scoops are generally built for water hunting and are therefore quite heavy and although they will do the job on dry sand, they are like bringing a gun to a knife fight....taking a light scoop out onto the wet is the opposite analogy...getting one that is good at both is a tough bill to fill...That said, I do drysand with my big water rig, but can never water hunt with my drysander...its just not up to it...If I'm sweeping the towel line on the dry I take the yellow one...I do the dry as fast as possible, then I go back to my car and then get out the big gun to work the wet...the right tool for the job is what its about....

Re: scoop designs, I like open top buckets with 90 degree handles.....I swing them like an axe or pull them like a hoe...I dont stomp on them like they are a shovel...This is just me talking....I need to have both feet firmly planted else I'd tip myself over...:laughing:

I've happily used a Fisher Sand Scoop for 1 1/2 years now and it's doing fine. I think I got it for $22.

RTG aluminum scoop is tough and light but the nose wears away on the rocks.
