Please help me figure out what I think might be Horse tack.

I found this on my farm under what was an old slate floor. I have been searching images without finding something similar.
I am trying to see how old it might be also. If it is from the late '40s on it would be something my parents left.
There was one other resident before them.
Prior to that, it was farm land.
If anyone has a clue I would appreciate the help.

Could be part of some horse tack (as in the picture), but that thing is so far gone it could be a lot of different things.
