What is this? (civil war button / pin / medallion looking thing)

Found in an area that dates back to the 1860s... Not like any button I have seen before... Has four rings in the corners to attach to something, one still has another little brass ring on it. Looks very similar to the last button, aside from the obvious fact it doesn't have the same rings on the outer edge. That button is listed as a three piece officer coat button, but it is from a different manufacturer.

X2 on the belt. The give away are the four prongs and the brass loop. these would be linked together then have a clasp to close the belt. I do not think this is a military item, most likely a fashion item.
