I have seen things that looked like that and were hooked to a water line and your pet would push on the plunger to get water.

Well done folks. It showed up in my tray of miscellaneous metal stuff in the garage. Previous owners kept sheep and probably other animals. Thanks for solving the mystery, it was driving me nuts.
