Dish soap, water, and a soft brush will do the trick usually. Is the spoon solid silver? Nice finds, congrats!

Spoon cleaned before an after
Holmes&edwards spring garden inlaid silver spoon
circa 1949

Cleaned using aluminum foil baking soda salt an hot water an a tooth brush an a paint brush
