Info on 4H pin?

I was digging a playground yesterday and found this 4H pin. I was wondering if any of you have any info on how to date it. I did some internet searching and all I could find was that it was “vintage” (per eBay ads). Also, the markings on the back say “1/20 10K GF”. I know it stands for 10K gold filled, but what does the 1/20 stand for? Any ideas?

I could be wrong but I think it means 5% of the total weight is 10k gold. Way better than plated but still very little gold. Still an awesome find, some kid probably worked his tail off for that.
