Default Copper coin?

Found in the river last week... Had a few long time respectable diggers id it saying the same thing but I want more opinions... ~24.6mm diameter, ~1.4mm thickness, weighs ~ 4.04g now I'm sure these are off some with it being so worn and holed

With the dentices, I would also say dog license, probably late 1800's
