old or not ?

I found a weird find but am odds whether it is old or new ?It was dug in a park, 8" deep or so, so I'm thinking it might be old or older, guessing from a pendant but didn't find a chain...

I found a elephant last year that the back looks the same as yours .

Wood chips could have been added every spring or summer, I don't know how often they add wood chips but I am guessing often for it to be as deep as it was.I am at odds with the age of it, probably newer modern !!!!.I can't find anything like it in searching.
