PA.State seal cuff or hat button ?

I have never found a button with the two wires off the back like that . Looks to me to being two piece and backmark around 1860-1890. Any help or info is appreciated!

The side chin strap buttons on visor caps sometimes have that type of construction, and the size seems to fit that application.
