Creepy Clown found in my backyard, Northern NJ

I found this clown in my backyard on Friday the 13th (spooky I know). I can't seem to find anything about it online. I'm just hoping someone can help me figure out what it is. *Measurements & Weight in first picture*

With the broken off hands straight up like that, and the nice round belly, My first thought was a metal spinner target for shooting practice. Being a clown, I'm thinking maybe from a carnival shooting gallery?
 
Why are the lengths imperial and weight in metric?......says my OCD brain. (43.94 grams=1.55oz)
Not sure what it was....but the spinning clown toy sounds plausible.
And I'm one of those coulrophobia(fear of clowns) people. Put it back in the hole and never let it back out. Lol.
 
He's not as creepy as some, cool find. I don't care about popular culture not liking them, for me it's the idea that someone has to paint on a smile and they're clearly not happy underneath the makeup. I always thought that was creepy lol... But at least yours is actually smiling! He does look like he is missing whatever he was holding up though.
