cleaning a thin rusty item

I found a thin rusty item that may be a tag of some sort. It's fairly flimsy. I think I can make out what appears to be some letters stamped into it but it's just a little too rusty to tell for sure. I'm going to try an electrolysis setup and am looking for any advice for a piece like this. Ive got a cell phone charger with alligator clips and a stainless spoon. Would washing soda be preferable to salt? Any guess on time for a piece this size?

Washing soda is much nicer on everything involved. Salt works, but is very corrosive.
