Steel butter knife

Although I know what this "is", I'm wondering if anyone has insight into how old it might be? Found on a homesite shown on 1853 maps (now it's just a field stone foundation) I have found early 1920s artifacts...this knife seems to be made from a solid piece of ferrous material, I assume steel. It wasn't super deep, maybe a couple inches.

pre 1925

Most all manufactures of cutlery went to stainless steel by 1925. I really can't tell much from the picture. Is the handles missing or rusted?
 
one piece design

It appears to be a 1 piece design, I found another thats missing a handle, ends in a tine only. Super pitted, would have been nothing but rust flakes in a few years
 
non-dug example

I only have one all steel table knife in my collection. I don't know the age but I would put it a just after the civil war.
