Indiana Dunes where an old house was once located on, erosion uncovered this thing that tumbled all the way down to the beach. About 14" at longest point. Is this some kind of jack? Adjustable stool frame?

No way that’s a stool base. I think Glasshopper got it right. Some kind of jack or leveler. If I had to guess, I would say it is part of some kind of industrial machine.
That is a beefy spring. That would keep the crank from unwinding while the machine is running and vibrating. You can also see holes in the foot, so that it could be bolted to the floor.

Or possibly a pre-hydraulic barber chair base. Or dentist chair.

Ha! I stand corrected. It’s upside down in the photo. I was trying to imagine a use for it the way it was sitting.
