Nothing else to see if it's one of those..

Cellrdwellr pulled a steely yesterday that was almost that crusty. Could be one of those but that really is crusty.

Measure the diameter and compare it to other coins.

If it's the same size as a penny it could be a steel penny otherwise electrical box cutout.
