Tag with hole and 3/8

Any idea what the tag with 3/8 was used for. I found them close to the 1851 Large cent. Thanks in advance

They sorta look like miner check tags. Congrats on the LC and Merc! Ironically, I was detecting in an old coal mining village the other day and found one of those Henny Penny play money "coins" along with 12 miner check tags.
