Ghost town find

Found this in a mid 1800s ghost town. Looks like the head from a colonial bust. Head swivels and has vertical hole through it. The top u shape bracket is broke. The back has an old style eagle stamped on it. Dime for reference. Any help is appreciated. Thanks!

Looking closely, I believe that the part with the pin thru it is a head figure. I clearly see eyes and nose.....a face and the other side is the back of the head.
