Old broach of some kind? Help please!

Here is a picture of a find from around 6 inches down in the soil of upstate NY. I have no idea if its costume jewelry. I had to scrub the dirt off of the gold-colored area with water but the silver-colored section cleaned up very easily and does not appear to be tarnished much. It weighs 8 grams and the silver-colored section is raised approximately 1/8 in from the gold-colored back. The piece is approximately 1 inch tall and .75 inches wide. Any insights are appreciated!

Cool find but if gold would not have tarnished o much.

I'm thinking a piece of a hair barret, the two loops would have attached to the pins that went through the hair. Just a guess, cool piece! Also, 8 grams seems awfully heavy for something so small...wonder if the silver might be real, and maybe the gold is plated?
 
It's a Bolo Tie.

Nice find and I think the center might be silver.
The outer part looks gold plated.
