Is this a coin?

I found this in the Gulf of Mexico on a piece of cordage. It was totally encrusted but cleaned up nice with some Andre’s Pencils. Is it just a piece of jewelry or is it a coin? Any idea what the markings mean? Thanks. It’s smaller than a quarter and seems to be copper. Edge is not Reeded.
