I hope that it doesn't mean that people are moving to places they haven't screwed up yet. The trend seems to point in that direction.
The Carolina's and Georgia are prime examples, where folks fled the places they had all but destroyed and moved there because they were not yet infested with their kind of blight.

That is exactly what it means - people who voted for policies that ruined their state, moving to a new state where there are jobs and economic grown, only to vote once again on the very same policies. It was just like what happened with mass migration of people from MA to NH.
