It’s a half disc-shaped piece of non magnetic metal, seems like brass. The back is machined out a little, and there’s all those sharp pins of the same material welded on the other side.

Just one of those things I came across many years ago. My cousin worked in a funeral parlor and they were used in the flower arrangements.
