Notary Public stamp?

This is an unexpected find to say the least. On it is has Cherokee county notary public but the letters are backwards and recessed. It also has the Texas seal. It's 43.5mm x 12.5mm and weighs 5.37oz. Seems to be brass or copper or bronze.
