Default Tube Like Cap

I was hunting the river bank in a local park when I found this.

At first I thought that it was a lip stick cap, but it's too heavy. Made of brass or copper and it looks like it's threaded inside. Not quite as thick as a lip stick tube either. Any ideas?

My mother had an old fountain pen she brought from England. The cap looked a lot like that.
