Please help with my Crotal Bell

I can't tell you where this bell was found, but I am hoping someone here can give me some information about it.

It appears to be Bronze, but I could be wrong.

There are no initials on the bottom but there seems to be some initials written in script in the first picture above the starburst and there is a number 9 in the second picture.

The bell is about about 3 1/2 inches across.

Looks more like brass to me but you would be able to tell that Im sure by the smell of it.

Probably right about the brass.

Any ideas about the signature or number 9, age or possible value.
