Hello - I did some more research on this item from our hunt yesterday and found that it comes from a WWII US Army Signal Corp Linemans Climbing Belt. For climbing telephone poles...I guess??? See link.
http://www.worthpoint.com/worthopedi...bing-172493971 If I am reading this right the piece we found was an ID tag for the entire belt assembly: "LC-23-C" is the US Part Number for the entire belt assembly "70"" indicates the lanyard belt length "4-45" indicates April 1945 as the manufacture date "RH Buhrke Co" is the Manufacturer Not valuable but something different and identified...always good!
