What type of tag was this KY holder used for?

I found this holder at a property I have recently secured permission to MD. I was thinking Fishing, Hunting or Auto Licence? I'm still trying to date the property as well. Thanks for the help.

It's a state issued license frame... one just like yours is here with a KY fishing license in it.
