Black gunk on Barber

I found a Barber Quarter that was encrusted with a black-cement-tar black gunk,got some off srubbing with toothbrush and soapy water the rest won't come off,like a rock .It covers most of the obverse portrait.Not cleaning is not an option as the coin is ruined this way,anyone with any ideas.Thanks in advance.

If it's a tar type substance, WD-40 will take it off, Goop hand cleaner or those "scrubs in a tub" will too.

A little dangerous

But you could soak in gas or kerosene
