Well user name has “Wales” in it, there’s a five pence coin in the pic, so I’m going to take a wag or a gander that this is from the UK! 
And, apologies, I don’t know what that is, but it looks pretty cool! Welcome aboard and hopefully someone will be able to make an ID!

Does it look like the straight object would swing or rotate on the U shaped piece. Looks like a door knocker to me.

I found/dug it in Wales UK just outside a small village called Holt in wrexham a field along the england and wales border along the river Alun.
The object has many readings from 54 to 94 with most readings in the 80s on a Teknetics eurotek pro. So getting readings for gold, silver,copper so im guessing its a alloy or maybe brass. It is however very fragile and already has a crack in it and is hollow inside.
The coin in the pic is a 5 pence piece a modern UK coin about a cm in size.
