Glass insulator?

Found this last month and just getting around to posting it.
The flat copper piece can be adjusted along the threads on the glass.
Has initials RMS on it.
Any ideas?

I have no idea, but a cool find! Maybe for an electric fence or lightening rod? Wags!

neon standoff insulators they screw into holes in the metal to mount the neon tubing (Ties with wire to the head)
