Whatzit? Experimental Casing? Ideas?

Dug this today, it looks sorta like a rifle cartridge but theres no way it is. Seems to have a copper outside and a shiny (aluminum?) insert. It weighs 14.6 grams.

But theres no pusher or moving parts. How would the lipstick move up?

In your bottom right photo the small S curved slot would have held the pusher.
