Looks to be French if I am correct about the bottom picture. I think it says

The face seems to be the opposite and it appears to have a "7" below the E in Liberte, which doesnt match up. No clue

The obverse definitely looks to be a right facing bust.
Can you take a photo of the reverse from the side with a flashlight?
