Default Sterling bottle top?

Sterling item I found today. Is it a thimble or a bottle top? I am leaning towards the top of a perfume bottle but a few people have suggested thimble. What are your thoughts? It is 21mm wide and 15mm high. It does not have any threads to be screwed onto something.
