I can't imagine I can hurt it any more than it's already been tortured...
What is the best way to clean it so I can see what it is?

I bought a nylon Dremel attachment (like this one. If that doesn't do anything, I also bought a brass brush attachment like this.

Found it under an inch of packed gravel mixed with some concrete in my hometown just outside of New Castle, PA uploadfromtaptalk1406838266211.jpguploadfromtaptalk1406838278134.jpg...

Looks like something commemorating the 75th (?) anniversary of something in/from 1930 (?)

Reverse is a *lot* worse... Oh, and it is *not* attracted to a magnet.
 
maybe try a vinegar salt solution. i would have said electrolysis but i dnot thing the alligator clips would even touch metal. i soaked a 1971 half dollar in vinegar and salt for about 10 mins the hot water and backing soda went from deep brown to shiny
 
From the first picture, I think I can make out a 75 for the center. The lower part looks like a year. 1980 or something? Maybe a 75 year commemorative or something along those lines.

Sorry can't help you with cleaning it though.
