Desperate times...

I find it ridiculous from that article that the Inter-American Development Bank in 2012 loaned Venezuela 300 million for wastewater plants to help clean up the river. A country that has enough resources in petroleum to fund the Inter-American Development Bank.

That doesn't work in Venezuela. It's bad and getting worse. Inflation rates to wild to measure, estimated to be over 2000 percent for 2018. Zoo animals, pets and pigeons are being eaten. They are not searching for trinkets they are trying to stay alive.
If you're in the Detroit River for fun, I'm sure you would be in the sewer if it meant keeping your family alive.
