Yep...some of the smallest peppers can be insanely hot.
I went to a cookout once by a friend that grew up in Jamaica and he had some kind of really tiny peppers that looked like yours we could try that were so hot I could hardly go near them.

when we were stationed in Puerto Rico there was a pepper that was grown as an ornamental plant. The peppers were 3/4 inch and Hot as Fire A friend got some seed from New Caledonia and they were about the same size. He put 4 of them in a gallon of chili and it was so hot that he had to make another batch to cut the fire. He would eat jalapenos like they were candy. I was not man enough to try his miniature fire bombs.
