Could be a handbag clasp.
Small strap on the one end and clips over a button on the other.

I'm fairly sure it's a sewing tool of some sort.
Edit: It's a ribbon threader bodkin ... if that makes any sense.

Like your guess I have seen initials displayed on items like that . The land owner might recognize the initials ? HH

The UB mark (in the middle of the words) is Unger Brothers.
